BRIEFING ON CLEAN COAL TECHNOLOGY FOR THE NGOs

SESB organized a briefing on clean coal technology and environmental mitigation for the NGOs’ in Sabah. The purpose of the briefing was to educate the NGOs’ on the clean coal technology used for the proposed 300MW Coal Power Plant to be built in Sabah. The salient points that were discussed during the briefing are as follows:-

The Clean Coal Technology comprises purchase of low sulphur coal, introduction of Electrostatic Precipitators (ESP) to uptake almost 99.7% of particulates, Flue Gas Desulphurisation (FGD) plant costing almost RM100 million to remove SO2 from flue gas, low NOx burner to minimize NOx emission, cooling water system to reduce thermal water discharge not to exceed more than 40°C from the plant and recirculation system for efficient dilution of the thermal discharge within a short distance and waste water treatment plant to treat the waste water from the power plant to meet DOE Standards.

i. Emission Level - as per attached are in compliance with DOE Standards and guidelines. See Table X.

ii. Mitigation measures during construction and operation phases to ensure compliance with the requirement enforced by The Malaysian Department of Environment – See the attachments:- Table A, B, C, D, E.

iii. Actual case study recorded in Janamanjung 2100MW Coal Fired Power Plant in Perak – See the attachment:- Table F, G, H, I. The tables indicate that the presence of heavy metals including mercury are almost undetectable.

The briefing was attended by YB Datuk Masidi Manjun, Minister of Tourism, Culture and Environment Sabah. We hope all the perception by the NGOs’ could be clarified during the briefing.
